The answer depends on your buyback environment:

Strong buyback (rare in Texas). If your REP offers full retail buyback for solar exports, export during the day at retail price, charge overnight at cheap off-peak. Net cost: minimal.

Weak or no buyback (most Texas plans). Self-consumption is the highest-value use of your solar. Daytime EV charging from solar avoids both the import (you'd pay full retail) AND the loss-on-export (you'd get pennies). Use solar to charge during the day when possible.
